Dr. Cathlene Hillier

Assistant Profession in Education

Dr. Hillier is an Assistant Professor in the Faculty of Education at Crandall University in Moncton, New Brunswick. In 2018, she completed a PhD in Sociology from the University of Waterloo. Her PhD thesis was a mixed methods study examining parent engagement in children’s school- and home-based literacy practices. Prior to her PhD studies, she has 10 years of elementary school teaching experience in the GTA and Kitchener/Waterloo, Ontario regions. She is the Principal Investigator (with co-investigator Dr. Jessica Rizk) on an Insight Development Grant from the Social Sciences and Humanities Research Council for a study exploring the use of digital technology as a learning tool among Canadian children across urban and rural locations in Southeastern New Brunswick and Southwestern Ontario.

Dr. Hillier brings expertise in the areas of educational achievement and attainment, mixed-methods, and multilevel linear regression modelling. Dr. Hillier’s experience working with Statistics Canada datasets in the RDC will be leveraged throughout the partnership. She will be responsible for data analysis, preparing manuscripts, facilitating focus groups with partner organizations, and knowledge mobilization.


Marc Frenette

Dr. Frenette is an economist who specializes in using survey, administrative and linked-data sources to highlight and explain trends in postsecondary access, returns to schooling, occupational skills of graduates, among many other topics. He has extensive experience using the ELMLP, particularly the data linkages between PSIS and the T1FF, which will be instrumental to this partnership. He has over two decades of research experience at Statistics Canada, in addition to having spent two years in the NGO sector. In his research, he targets a diverse audience including policy makers, academics, and the general public.

Dr. Kristyn Frank

Dr. Frank brings to this partnership her expertise in the employment outcomes of registered apprentices in Canada, an understudied group in the postsecondary sector. As a collaborator, Dr. Frank’s experience using linked data from the ELMLP and knowledge of the variables and data quality in the administrative datasets will be beneficial to this partnership.


Dr. Roger Pizarro Milian

Dr. Pizarro Milian is a sociologist with research interests in social stratification, education, and organizations. He has held research positions across various organizations/sectors, including Toronto Metropolitan University (TMU), the Ontario Council on Articulation and Transfer (ONCAT), Statistics Canada’s Centre for Labour Market Information (CLMI), and Academica Group. His most recent work draws on surveys and administrative linkages to understand the precursors and consequences of non-linear pathways through post-secondary education.
